The Australian skipper has secured 309 wickets in 71 Test matches with an stellar bowling average.
The Australian chair of selectors Bailey has confirmed that skipper Cummins will have a crucial role in this winter's historic rivalry.
Speculation had been growing that the veteran bowler might sit out due to a persistent back stress problem that was still troubling him.
Earlier indications from the squad suggested no final decision had been made regarding whether he would play, with the extended contest scheduled to begin on the 21st of November in the WACA.
The selector shared that Cummins is "building up" and was "optimistic" about his chances of taking part.
"We know that time is getting short and multiple considerations at play, not just his injury, but further aspects," the selector added.
"The outlook is good. There's strong faith that he's going to play a significant role. Ideally starting in Perth. Should that not happen, we'll adjust."
Previous Setbacks
Cummins was ruled out the white-ball matches against both Asian and Trans-Tasman rivals last month after medical tests showed a lumbar bone stress.
He has a history of spinal problems, with setbacks in 2012-13, 2013-14 and 2015-16 causing him to miss several home seasons in a limited period.
The bowler mentioned he would be bold in recovery efforts in his recovery plan to secure his spot for the Ashes.
Bailey noted that there was no confirmation if the captain had resumed bowling as part of his rehabilitation but acknowledged it was "getting tight" for him to be fit for the opener.
Alternative Arrangements
In case of absence, veteran batsman Smith will lead the side.
Versatile player Green was excluded lately from the ODI lineup for their ODI contests against the Asian giants as a safety move because of soreness in his side.
The selector characterized it as a "minor" injury and stated that he'll feature in the state-level matches, so will be "ideally positioned to be ready to bowl."
"Extensive planning has gone into creating the schedule for him to participate for the initial game as an batting and bowling option," he elaborated.
"Originally, he'd only feature in the starting games anyway. The way he swings the willow in shorter formats, should it hinder progress for another day, we opted to take a cautious route."
